Two immediate dangers are present here that you may be interested in to make your own meter riser safer for you and your family:
The riser shutoff valve upstream of the meter is inaccessible and inoperable. Whether it is a foot of solid concrete or your prize petunias, it is safest to keep your shutoff valve visible and accessible.
The regulator (saucer shaped component) must be able to breathe through the vent to operate correctly. Mud daubers and lazy concrete masons love to clog the vents which could create a dangerous overpressure situation.
